Games cannot be developed for only the console producers to make programs for games. No law is made which regulates the production of a game. There are many game developers which are not concerned with console manufacturers. The sole aim of these game developers is to focus on the computer system which could be used to play the game.
The most commonly used hardware device used to play games is certainly the personal computer system. There are many varieties and specifications that the personal computers may possess today.
